Is this a true statement?

When I uninstall an unwanted app...it removes all traces of that App from the iPad (no hobos)??

Yes, that is correct. In addition, that means that any and all data, game scores, etc., are also removed from the iPad. So, if you ever re-download the app, it'll be as if it is brand new to the iPad.

Do note that (1) the app will still be in iTunes until/unless you delete it, (2) it will be in any backup you made while the app was installed on the iPad and (3) the app will always show that you've installed it (under the Purchases tab in the App Store).
