DUH Use the Youtube app that came with your iPad.

If you used something other than the iPad to upload it, make sure you set the video as available for mobile devices. I believe it is off by default when using a computer.
If you used the iPad, wait a bit. It takes time for Youtube's serves to encode the video for steaming. On a bad day it can take a long time; but that is rare. It should usually be available within 15 minutes or so. It also varies by how long the video is.
