Any apps can help me edit my image which is store in my iPad ? I need to only cut the cute little gal face , and remove the I.E background image .

Try the photoshop app for iphone. I put it in 2x mode and it works for cropping/cutting and resizing as well as a few tweaks.

Yeah, Photogene can do that and a whole lot more.

For me, the easiest way to do really basic things like crop and re-size graphics in Windows is to use the Paint program before putting it on my iPad.

I also recommend Photogene as a good all round photo editing app. it's not Photoshop but it's surprisingly capable.
