no, apple restricts the brightness levels.
Why do you ask?
you know if you put the ipad in sleep mode the screen is off but the ipad is still running like if the screen was on.

I have mine jail broken so it wouldn't need to be an official app. I am installing a special screen which requires that functionality. And i know the ipad still runs but I think it turns off the whole screen. I need the app to turn off the backlight only and still give power to the screen.

Like I said, apple doesnt allow this.
You would have to write a new driver to allow this.
