I want iPad 2 but 3 is coming I believe so I may wait.
I want to use it on the move so what do I need to buy, I have Internet at home but want to take it out and use it anywhere, is it extra monthly payments !

That would depend on a couple of things. If you have a phone which can be used as a router (such as the iPhone 4 personal hotspot) you won't need a data plan. However, your carrier may charge you extra for tethering. If you do not have such a phone, you will need a data plan for the iPad, unless you plan to use it only within range of a wifi connection, which will cost you nothing.

I'm not familiar with British cell providers, although one person I know in the UK is on the Virgin system. He is as tightfisted as they come, so I assume he is getting good value. That may be a good place to start.
