I am in the Turkish store and google latitude is not available.

What I am curious is, can someone with a US account can gift it to me?

So is there a work around for this? Is the Turkish store the only one without latitude available? Any other store experiencing this?

I don't know if the Turkish Store is the only one without this app. You can create another account for a country which does however. You will most probably need an iTunes card for that country which can be purchased over the net and as you only need the number, this can be emailed to you.
You will probably have to create another email address, but gmail is easy to create. Have a look here:-

No you won't lose your apps, you will have to log in and out between the accounts when you want to buy from the new store. Settings - App store and press on your Apple ID here. When updates are due it will just ask for the password. Many members have more than 1 account.
