What can I do

I mean how can I update Viber to be able to connect to other I phones or I pads?

The UAE decided to block Viber, this is why you are getting the error. Unfortunately there is nothing we can do about it
Try contacting Etisalat (or the authorities) and ask for the reason for this block.


Alternately, we have heard from some of our users in the UAE that they are using a VPN connection. For more details, google it and find more people in the UAE who will guide you how to do it
