You're probably experiencing either (a) effects of (iTunes) server demand and/or (b) effects of network traffic on your internet connection. If you're using a cable broadband modem (such as that provided by your cable tv company), bandwidth performance will depend on how many other people are using the network at the same time. My broadband connection varies between about 4mg per second to 17mg per second.
