No. Not without jailbreaking. Not sure you can re-skin your Contacts app even then.

Yeah, the only way you can change the look of your Contacts icon is if you jail break the iPad.
Then, you can install a theme (or create one yourself) that changes the icon.
Hmmm. Now I've an idea to change mine because it is a bit boring "as is"...
