Why does my current location show up as Singapore? I assume it was built there, but is there something I have to set up to get it to show my location now?

Make sure you have location sevices turned on in Settings. If the iPad is Wi-Fi only you will also need an internet connection, at least long enough for it to download the location database for your area. If the only wi-fi spots arround are not in Apple's location database, or listed incorrectly, that can also cause problems for wi-fi only iPads, since they triangulate your rough position based on that information.
