I would like to know what is the best way to transfer photos and musics between iPad and iPhone 4 for free. Preferencially using wifi or Bluetooth.

For music you use iTunes. I don't know of any Wi-Fi way to do it, at least not one that will place the music in the iPod app.
For photos, I find PhotoSync does a good job. It will work both over Wi-Fi and Bluetooth.
