Video compression does that. The slower your Internet the more compression.
It has nothing to do with the Internet. It is the slow iPAd.
Try to run the same video from your MAC or PC and the iP{AD from the same Wifi Source at home.
Every time the computer will be faster and smoother.
I checked it few times at home. The Video on the PC runs while the iPAD hardly moved.

I have ATT wifi in my house. Netflix works on MacBook Pro great...... blurry on the iPad2... on the other hand...my friend who has same modem, same service, ipad2 works great there.... any thoughts.... i understand about compression, but it is not uniform...
Try a power-off, power-on reset of the iPad. When the iPad powers up, the operating system does a whole load of 'housekeeping', such as freeing up memory, and this can help.

Sorry, if you have DSL and you don't live right next door to each other (very close proximity), you don't have the same service. You may be paying for the same service and you may have brief periods of sameness but DSL speeds (and jitter, a big factor in streaming) are worse the farther you are from a CO.
For example, you both have 7Mb down but you live 10,000 ft from the CO and your friend lives 4000 ft away, they have better speeds and less jitter than you. In addition, line condition and connections along the way can be sub par on your route but clean and fresh along your friends route.
Also, I seem to remember that Netflix takes into account quite a number of factors when determining the quality. My XBox 360 was sub par when I was streaming wirelessly, I wired it up and the picture quality is phenomenal. My iPad is great in my home, but on the road in hotels it can be a bit dicey. I don't think the iPad can buffer as much as your MacBook or my XBox so it needs a better stream than those devices.
