I don't have 4.3 (yet!), but one would assume that it means that all your apps are up to date.

Since you are running the 4.3 beta, has the App Store navigation been redesigned at all? I still can't believe how bad the iPad App Store is in comparison to the iPhone version. Apple has to be missing out on App sales because of it.

It is on 4.2 as well
It has nothing to do with 4.3
I have it on my 4.2.1 all the time. Telling me how many update I have that are pending.Think before you Sync Since you may Sink
The More Tweaks you have - Less Memory is left
