If you're using gmail, Microsoft Exchange or a handful of other ways all the calendars just kind of get updated automatically.
I'm not sure what the Droid can do, but what exactly do you mean by primary?

75% of the entries will be on the IPAD,so i want it to sync with the droid.

Yeah I did it via google and when I put an entry in my iPad, my iPhone picks it up in it's calendar in less than a minute

Yup I use iPad as my primary calendar from exchange server.

How do you setup this on an exchange server? Is google Calendar the only option that will work with the droid?
