Hello and welcome to the forum!
Please try the usual first 'one-two punch', i.e. 'Restart' and if not successful then 'Reset' the iPad - directions HERE - if this does correct your problem, please post back to this thread for further advice - good luck!

I found this using the search function, top right hand of the page, don't know if its the same problem as yours but it may help.
Safari icon is missing

Are you sure it isn't in a sub folder? I lost safari once and found it one of my sub folders with my sports apps.
