My Apple id was disabled by apple security. if i create a new apple id on my ipad, can i still use apps purchased under the disabled id?

You can still use them, but they won't be updated because they were purchased using your old ID. I had this happen to me when my ID was used for fraudulent activity. You may be better off emailing iTunes support to have them reinstate your ID. Change your password too, if someone hacked your account like they did mine!
