Use two fingers to scroll inside the text box instead of one. This works with most (not all) frames and views in Safari.

I tried that with no luck. Just tried it here again and the box enlarges but I can't scroll up.
It takes a little practice, since two fingers also do the pinch/zoom thing. What works best (for me) is to let your two fingers touch lightly while trying to scroll. Both finger must be inside the box, which can get a bit tricky, so sometimes zooming in first helps.
Hold finger on the screen in the text box on a word till you get the magnifying glass. The scroll up or down.
