You can't really force 720p, as that resolution is higher then what the iPad supplies, you can however use the Samsungs menu to stretch the supplied video input.

Can you open the menu, under one of the tabs, there should be an option to adjust Image Size, if you set that to Wide, it will stretch the image. It still won't be fullscreen though.
