On the support page it only lists how to do that with a sim card. Do I need to call AT&T?
Do you have a SIM card already, say for a mobile 'phone?
Is it a microSIM (this is needed for the iPad) or a regular sized SIM?

No I'm not aware of any sim that was used. I exchanged my iPad and they never said anything about transferring a sim card.
All GSM devices (at&t is GSM) use SIM's. Transferring the SIM is the easiest way to do what you're looking for but it's not really relevant since you don't have the SIM. You'd need to get another from at&t. If the replacement came with a SIM then call at&t and see if they can transfer service over to that SIM.
I was able to transfer my data plan simply by changing the device number in my AT&T account. I did not need a sim card after all. Thanks anyway.
