ATT most likely assigns you a telephone number to your sim card for your 3G iPad. They have to, and they can't assign it your current ATT phone number, so they have to give you a new one.
Even if you bought a wireless card for your laptop, one of those USB modems, you get a phone number. It's just there to work though, you couldn't call with it or anything most times.
Standard practice world wide I in fact when I sell a USB broadband modem I have to complete a government form to record that number All telcos are the same if you buy 2 USB broadband modems for 2 computers both have unique numbers In the iPad it is built in.

That's what I found out.
The iPad 3G account is treated as a prepaid account. Not associated
with your wireles account at all.
