Only if you jail break. A non-JB iPad cannot act as a WiFi hotspot.

Thanks Tim, I just update my iPad to 4.3.4. Guess I have to wait for the new 4.3.4 JB. Oh by the way, which is the apps that I need?

MyWi, you can look it at Cydia after Jailbreak.
But I don't know if it is working on Ipad 2.

Yes - I think that's the one, though I'm not a JB guy, but it seems to be the app that most Members are mentioning.

PdaNet, another app in Cydia, also does this and I can confirm that it works on iPad2. (OS v4.3.3)
