I downloaded an app as normal onto my work iPad, but can't load it onto my personal iPad, although when I go into iTunes with my personal iPad, it shows it is there..I've rebooted my pc and powered off and back on my iPad....any suggestions?

Do you have different iTunes Store Accounts? Apps are bounded to iTunes Store Accounts.
You can try to Login to your work iTunes Account from your personal iPad and download the App.
But that is a bit painful. Every time you update that app, you have to login to your work account.
If the App is not to expensive, I would buy it a again.
