I believe the HD refers to High Definition which makes it compatible with retina screen iDevices...
HD normally refers to iPad only apps, these work on both retina and non retina iPads.

The iPad3 (the third generation) has a retina screen, as does the iPad4 (and so, probably all future ones, now). While the iPad2 was crisper than the original iPad1, it still isn't retina.
Meanwhile, the Mini is not a retina device ... yet.
