I'm not sure exactly what you want to do. If you have an iPad2, which has the two cameras - front and rear - then you can record continuous video - either VGA or HD format on the iPad.
You can also transfer videos captured on a regular video camera to the iPad - either using iTunes, the optional camera connection kit or a third party app, such as GoodReader - though it may be necessary to convert the format of the captured video first of all to match that which the iPad can handle. There are some third party apps, too, such as OPlayer that can handle a wide variety of video formats.

If you jailbreak there is an excellent screen video capture solution called "Display Recorder". Jailbreaking is the only option, I'm aftaid. Apple don't allow stock iPads to do this.

With reference to Tim's advice above, went to check out OPlayer and they seem to taken out "mms/FTP" from their recent app update.
Much to the chagrin of many supporters.
With enough objections registered the developer said he would bring it back in the next update.
