Because you have to start somewhere teaching them about how to use and look after things, especially electronic items, and demonstrating trust by letting them handle items is a positive way of doing it. (Do you have small kids yourself?)
My four-year-old loves the apps I've downloaded for her, and she knows she has to earn enough "goody points" to play games, usually for not more than 10-12 mins at a time. As she gets older, there'll be other interesting non-gaming apps like the electronic astrolabe and music synthesizers which will be educational.
