The "Carrier" part of the iPad only shows if your iPad is cellular-capable. It appears so that you can manage your cellular account (start/stop service, e-mail your carrier, add data. etc). It makes it so you don't have to use your computer (or call the carrier) in order to initialize a data plan to use the iPad's 3/4G.
