    1. Unlock the device.


    2. Go to SETTINGS... Brightness & Wallpaper

    3. Under Wallpaper, select the left picture.

    4. Select the Wallpaper or photo you want for the background.

    5. Select the Set Lock Screen.

    That should change your background.

    I suspect Henry means the black notification banner background.

    You change notifications in the notifications section of settings. When you choose an app there you can turn off "appear in lock-screen” or choose several ways for notifications to appear or be turned off.

    He wants to change the background texture of the notification popup, not change notifications. As far as I know, that's not possible. Maybe jailbreakers know otherwise.
