I've no experience of this but how about using something like uStream Broadcaster?

There are apps like Mobiola Web Camera, works with a Mac, not sure about PC. You can record on the PC/Mac side using this method, as the iPad or iPhone becomes a web camera. You won't be able to record on the iPad side though. I'm not aware of any app that both records and transmits at the same time.

Yes, I have windows PCs as well! (too many to list)
Are you recoding on the laptop or the iPad?
If the iPad, and you just want to view what is happening on the laptop, you can use an computer app like Reflections or AirServer.
Once you launch one of these on the laptop you can use the iPad's AirPlay feature to mirror the iPad screen to the laptop. I just tested this with the Camera app, both in still and video, and it works fine.
Recoding and controls remain on the iPad though. This is not a remote control solution.
Though not ideal quality wise, there are screen video capture apps for computers as well. I've got one of these (for the Mac) and it does a great job of making demos (at least the one trial demo I made for fun). So you can with some fiddling also record on the laptop.
