Well, the original iPad calls fine, why the new iPad cant do the same?

What do you use to make the calls please? I am also sure you can make calls with 3G/4G IPADS by using Skype. Just buy credits in Skype and you can phone everywhere. My bank has an app for IPAD called FNB Connect. You register at the bank for it and you get a 087 number (looks like all local VOIP numbers start with 087) with which you can make phone calls and sms/text - very cheap. Of course you use data making the calls and sending sms/texting.
