Take it to an apple store (if possible) and see what the situation is in terms of a replacement.

Hi George.... - don't believe that a 'screen protector' would have helped a dropped iPad (esp. on a hard surface such as concrete!) - maybe a 'bungee cord' -

What does that mean?

Looks like internally you have partially disconnected your screen due to the drop. Genius in the Apple store as suggested might be your best option right now.

You never said that you dropped your iPad in the other thread. Unless you purchased AppleCare+,you aren't covered against accidental damage. If this is a hardware problem,you can expect to pay for the cost of repair. You should still call the toll free tech support number and discuss the problem.
