You would need to hack the gps chip to do that. Your location is determined by the reception of satellite signals, not something you get to set.

More to the point, I don't believe it is the GPS/Location info that is used to block out of country app content. It is the IP address/path you are using to access that content.
That is why you can sometimes use Proxy servers to make an app work.
Sorry, I don't' know how to do that myself, but I'm there is a thread or two on the subject, or Google.
I don't have my iPad jailbroken but on my jailbroken 4s it is possible. I use a tweak from cydia called Location Spoofer. I don't know how it works world wide but I use it on my MLB at Bat 2012. MLB has the stupidest blackout policy, I can't watch the Rockies games if I am in Colorado (kind of why I bought the app in the first place). Turn this little bad boy on and select the location I want and works great. I'm not sure how it is actually doing this process but it specifically states that the true location of your phone remains intact. I guess so 9-11 calls can still be traced.
