There are a number of apps, one is FileApp.
CLOSING APPS: If an app has stopped responding or closes on launch, try the following: * Home screen * click the Home button twice * Tap and hold on the app * When it jiggles, tap the (-) to close it * Double-click the Home button and re-open the app

Is there another app- tried the one you provided and I seem to not get it started or viewed

Try rtfManager ?
I just Googled app store rtf file reader, for that one

Just put an app that supports .rtf on your iPad (tons), once you have done that when you touch the attachment it will open in that app, or give you a choice of more than one.
