About LinkBacksand are in a non-LTE coverage area. Try disabling the LTE option in settings and your speed may bounce back.
This has worked for me as I was having consistent connection issues over 4G in a non (currently, at least) LTE coverage area. Hope this helps some folks.

Awesome, glad to hear it helped. It was irritating me for a while until, by process of elimination, I narrowed it down to this.
