This is different. Closing the apps in the multitask bar is not the same as deleting them, it is removing them from memory.
I have a question. Is your iPad still in warranty, because what I have discovered so far is not good. Other discussions I have read indicate that you may have a hardware failure. However, we at not done yet. There are more things to try.
OK. For the first time ever, I have the sound effects volume available to me by turning on the Change with Buttons setting.
However, leaving this control on does not affect my ability to control the volume of music played through the speaker. When I run the Music app and adjust the sound, the sound effects control is replaced by the speaker volume one, and when I turn it off, the sound effects control is back.
Now we just have to find what is stopping your audio volume from appearing.
Best place to start, I think, is to turn off the Change with Buttons capability in Settings/Sounds. Then we will lose the sound effects volume control and can concentrate on the other stuff.
I tried that and still not working. I hope not nothing major. I don't understand how everything works perfect except the video sound but I have no clue about this stuff. Going to bed now but will check back with you in the morning. Thanks for all your help and I pray when can get it fixed without sending it in. Thanks again.

OK. With music playing what happens to the slider in the music app when you adjust the sound with the up and down buttons?

For now I'm not too interested in whether you have sound or not. I want to see if your iPad is responding as it should in other ways. Just press play and see if the slider moves.
When I push play it does not show the circle on the volume indicator. It just has a line a cross
