From the app write a new post, in the top left hand corner of the new post box you will see a button marked attachments, press that and follow the instructions. A new window will open with a button marked add attachments, when you press this it will give you the option of your photo albums, touch the album with the photo in it, then add the photo and it should work.

If you mean forums other than IPF then that would depend on the particular forum and if you can upload from the iPad will be dependent on their settings and the integration with safari. As for IPF you can post on any of our forums via the app.
