If you go to this page, and tap on manage your Apple ID, you can reset your password and user ID. If you tap the flag icon at the bottom right of the page, you can change the country.

Everytime I seek to change my ID, all it does is to tell me how to reset my password. I don't want to change my password.

If you tap the manage your Apple ID button, then sign in, you should go to this screen. It clearly lets you change your Apple email address, which is used as your Apple ID. You can also change your password, name and add a rescue email address.
