Photostream problem

I am trying to transfer pictures from my PC to my ipad by the way of iCloud. I have iCloud on my PC and it will transfer my pictures and place them in the photostream folder on my ipad. The problem is when I make a new folder and try to put them from photostream folder it will only put a few pictures in the folder and some of the pictures will be put in the camera roll folder and some will not transfer at all. What could be going on?
