Please tell what's wrong with my ipad screen

hi i just power up my ipad 2 and its showing me this screen. The half screen is ok. but the red border screen is showing some pixel error.
how can i recover from it? i am attaching the picture.

Try re-booting the iPad again. To do (apologies if you know already):

Hold both the power and home buttons until the screen goes dark and the Apple logo then appears (the slide to unlock screen may or may not appear). Once the logo appears, release the buttons. After a time, your homescreen will appear. Please note that it may take some time for the Apple logo to appear or for your homescreen to appear (or both). This is normal. Eventually, the homescreen will appear.

If the screen still looks like that after the reset/reboot, you'll have to take it in to Apple because then I believe you have a hardware fault. You'll need Apple to repair it or exchange it for a new iPad...

If it is a hardware fault, make sure you do a backup of your iPad before taking it in to an Apple store. When you receive an iPad in exchange for your defective one, you can set it up from the backup you made.
