İ can not download winrar files form safari. Why ? But i can find pdfs.

Winrar is not a compatible file format. It is necessary to use winrar on a PC to unzip the files. The compatible ones can then be transferred to the IPad through iTunes.

It depends on the file type.
Some files will not transfer because iOS does not handle them.
Most files such as .mp3 can be added to your iPad by adding them to iTunes on your PC, and SYNCing.
