Error connection and make sure clock is set properly

I try to open an app and I get error connection it has timed out please try later or make sure clock is set properly. I do it is but I still continue to get the same errors, can someone help! Please!

Internet speed is slow or,
Press and hold the Sleep/Wake button for a few seconds until a red slider appears, then press and hold the Home button to force the app you are using to close.
If that doesn't work, turn iPad off, and then turn it on again. Press and hold the Sleep/Wake button until red slider appears, then drag the slider. Press and hold the Sleep/Wake button until the Apple logo appears.
If that doesn't work, reset iPad. Press and hold the Sleep/Wake button and the Home button for at least 10 seconds, until the Apple logo appears.
