1)if I have internet via wifi and cellular data on... And use Internet which will be preferentially used ?

Pls suggest me an app which can split my data usage depending on the route
I mean wifi data and cellular data

If WiFi is on and connected, the iPad will always default to using the WiFi. Always. If you have a cellular plan, it will only activate if your WiFi can't connect.

I find myself a little confused by the question about apps, to be honest.

What is it that you are trying to have an app do? I don't understand what you mean by "split my data usage." Sorry. Could you explain further what you want? Thanks.
