No. Only the 3rd gen iPad has the built in dictation feature.
There are several third party dictation apps available for the iPad 2. They all require you to copy and paste the results, but may offer a few more features in the app itself.
Dragon Go is one of the more popular apps, and is the same technology that Apple used for Siri and the new iPad's dictation feature.
I use "Dragon Dictation". As Poet mentioned, it is a cut and paste app but very accurate with little or no correction.
