How do i get emails stuck in my outbox to go out?

I have thought when this is a problem, that it's had something to do with a change in my network that I had not yet noticed. My time capsule gets fidgety and sometimes I have to reset everything or some things. Sometimes I wait. I have one mail in a box that was pesky. My service providers addy. Of all things. Dunno if that's relevant and certainly not scientific. But I've had the issue mildly. Switching networks isn't all that streamlined depending. YouTube is obnoxious because the mails won't delete, they "archive".
