Seems that it might be related to battery calibration.
Do you charge to 100%?

No, on iPad 1 and 2 my batteries work fine. I get battery warnings at 10 and 5 percent and the iPads auto-shut down at 2 percent.
As bat0nas says, your battery calibrator might be wonky. Apple advises draining your iPad battery once a month to keep the battery calibrator accurate.
If that doesn't work, I suggest you consult Apple. Your battery should still have plenty of life even if you've used your iPad 2 a lot in the past year or so that iPad 2 has out.
