You can access iCloud through the settings app on your iPad. I may be wrong, but I don't believe there is an icon for it.

HappyPelican is correct-there isn't an iCloud icon but through your settings for each app.

If he doesn't have it he would have to get it from the App store,it doesn't come with the iPad.
