Trying to figure out if iPad 2 3G can be used as a hotspot
I'm afraid not.While the ipad2 3G cannot be used to create a wifi hotspot,it can be tethered to a hotspot created by another device such as an iPhone.
I tether my iPhone to my iPad for data when I am not home or have no access to a wifi network for 20.00 per month via Verizon. I save 10.00 for not having a separate data plan for the iPad.

Just to be clear, a jailbroken iPad can be used to tether via wifi, bluetooth, or USB. There are several JB apps which enable this including MyWi, my personal favourite. For some this is one of the primary reasons to jailbreak.
