for instance I want to transfer a bunch of files onto my Ipad using IFile, but it stops at 5 GB.

You can buy more then 5 gb for icloud.

When you get close to the limit they will send you an email to buy more storage, you can also purchase more in iCloud in Settings.

but what I meant was is there a work around or app to this?
So that I don't have to pay $100 a month to almost access all 64GB of my ipad?

Your iCloud storage is "Online Storage", it is not that same as your iPads storage.
For example if you have iCloud and iTunes Match, your music can be played directly from your iCloud storage without taking up any space on your iPad. It's great for freeing up space on the iPad, however things in iCloud are only accessible while your iPad is connected to the internet.
