Hi and welcome to the Forum,

If you don't have the Newsstand icon then your iPad isn't on IOS 5.0. Look in Settings - General - About, it's at the top of the page, then look in Version. It will probably be 4.3.5. You can update to 5.1 now. You will be pleasantly surprised at all the new features you will have. Have a look and let us know and we can show you how to update.

It's likely you don't have iOS 5.0 or a later version of the operating system. Once you update you'll have it.

He's in Lebanon, according to his profile. Maybe there's no content available for Newsstand there, so it doesn't display. Each country's content varies.

The update will have to be done linked to your PC or laptop. Have a look here and this should explain it all for you.

Good catch. That may not be his problem, but you're right that too often we (especially we parochial Americans) assume that configurations are universal, especially in terms of content provided in various countries. I'll keep that in mind next time.
