No, you can't use Windows software on apple devices period.

Probably the best option is to use an app called OPlayer, which can play most formats of video. Have a look in the App Store to check if it supports the formats that you're interested in.
As Alison says, there is no version of Media Player for the iPad as that's for a Windows platform, but there are numerous iPad apps that will handle those video formats.
