A non-jail broken iPad cannot send text messages natively from the iPad. But there are several third party apps that host virtual text messaging services on their websites and these might be acceptable to you. They are usually either charged for or include advertisements in their messages in order to generate revenue.

Actually, there are so many apps to replace the text message function. You can try them.
Yahoo and Talkatone are some of the better ones, I've found. YMMV
Thanks very much guys for the responses. The issue is the I would like retain my current mobile phone numer and the originals/copies of text messages sent to my mobile to end up somewhere on the web so that I can manage them from my iPad, sending responses to senders as appropriate. iPhone is not an option yet as the iPhone 5 has been delayed and I want to keep my options open. Any thoughts would be appreciated.

I'm not aware of any way to do this with a non jail broken iPad. Simply a non-JB iPad cannot directly send or receive text messages; only the indirect - via the web - approach is viable and that doesn't fit with your other requirement.
